I attach two typed copies of the draft minutes you kindly sent me of the Provisional Powers Committee meeting of the 3rd April as you may care to send one of them to Mr. Morse. I have sent a copy to Mr. Caine.

I also attach two printed copies of the Order in Council as I am not sure if you had them previously. I am sending you one of the two sealed copies separately under cover of an official letter.
